The STOCK (Stop Trading on Congressional Knowledge) Act was passed by Congress and signed by Obama back in 2012.
I just assumed that was recinded in January 2015. Is it still intact without being repealed or rendered ineffective?
It is, although Congress passed an amendment in 2013 that removed the compulsory national database electronic filing requirement for the rank-n-file Federal employees, who file the way they always did: by paper (or electronically) to their Agency's ethics officer. These data are then forwarded to the US Office of Government Ethics (USOGE). Data for the President, VP, Members of Congress, and most Presidentially-appointed positions still need to be available via an accessible database. Both the House and the Senate maintains a searchable on-line database. Data for the Executive Branch apparently requires working out access details with USOGE.
